Navigates to {scope}/{state}/ for each state:
- HTTP 200, SEO, H1 contains state name, at least one city link
- Sampled mode: 6 states × 3 scopes = 18 tests
- Full mode: 27 states × 3 scopes = 81 tests
City Sample (city-sample.spec.ts)
Navigates to {scope}/{state}/{city}/:
- HTTP 200, SEO, title contains city/state, body > 200 chars, no broken images
- ~240 tests at max sample size (3 scopes × 27 states × 3 cities)
